Independent Evaluations

An impartial view of a procurement decision before someone else takes one: sole-source, single-source, competitive tendering and technical claims.

Impartial assessment of how a procurement decision was reached, or is about to be reached, for ammunition, explosives or related defence equipment. The work is independent of the supplier, the buying team's internal politics and any commercial interest in the outcome.

How the Competence Evidence Test applies. Where a decision depends on a technical judgement, we check whether the people who made it had the competence to make it, and whether that is on the record. How the test works →

What we evaluate

EvaluationThe question it answers
Sole-source justification reviewDoes the case for a non-competitive award stand up to the scrutiny it will receive?
Single-source evaluationIs an exclusive-supplier arrangement justified, and is the risk it creates understood?
Competitive tendering reviewWas the technical evaluation of a competition sound, consistent and defensible?
Independent technical reviewDoes a vendor capability, technology or system perform as claimed against published standards?

If you are preparing a sole-source case rather than reviewing one, see Sole-Source Justification.
